Statement 1 is wrong: the Fundamental Duties were not in the original Constitution. Statement 2 is correct: the 42nd Amendment Act, 1976, inserted Part IV-A with Article 51A on the recommendation of the Swaran Singh Committee, set up during the Emergency. The list had ten duties initially, and an eleventh, on education for children, was added in 2002 by the 86th Amendment.
