The zabt system of land revenue assessment under Akbar is associated with his revenue minister

Raja Todar Mal developed the zabt (dahsala) system, which measured land and fixed revenue on the basis of average produce and prices of the previous ten years. Abul Fazl wrote the Akbarnama and Ain-i-Akbari, Birbal was a court wit and Man Singh was a leading Mughal general, so they are not linked with the revenue scheme.
